Also, most cooling systems in a device have a heatsink on the component it is trying to cool down, the heatsink usually has a fan connecting to it. The fan is used to cool down the heatsink that has drawn in heat from the component. But between the component and heatsink is a critical paste called thermal paste. Without it, components cannot transfer heat way from themselves sufficiently to cool down. Sometimes there is not enough thermal paste, it has become solid or it has never been applied.
